Director Gotou

The director of the Home Ministry's Internal Security Assurance Bureau. He is the protagonist's superior and is in charge of the Special Riot Police. Gotou is about fifty years old. He is a highly talented government official, who is also a laid-back individual in ordinary life. He is the leader of the Moderate Faction, to which the government's top officials currently belong, and one of the few high officials who is actually working to bring humans and Special Holders to a harmonious coexistence.

Once, in the turbulent times, being a head of a department, he has founded a Anti Special Holders Organized Crime Department's Special Riot Police together with current Home Minister, who was a Vice Minister at that time.
