Superintendent Maruyama

The commanding officer of the Third Riot Squad, which is in charge of keeping public order in the capital. He is a single man in his forties.

The Third Riot Squad, along with the Thirteenth Riot Squad, is regarded as an elite squad among the capital's public safety forces and gets high evaluations. He is responsible for the former. Maruyama frequently appears at crime scenes where the Special Riot Police have been dispatched, which are frequently entrusted with relatively minor Special Holders' crimes on the outskirts of the capital.

When faced with a heinous Special Holders' crime, his squad frequently effectively plays the role of stalling for time before the Special Riot Police arrival.
