Daladier Antelo Loukkanen

Passenger of the first class noontime car.
An officer of the Imperial Intelligence Service. The principle is that "an intelligence officer should not act like an intelligence officer. Loukkanen is a one-armed man who lost his left arm and his wife and child in an accident on a previous mission.
He wears a suit and a wooden prosthetic arm and hand, but because he stands out from normal people, Luukkanen acts like a normal person. However, he sometimes acts and speaks in a way that is out of character for ordinary people, and is even comical to the casual observer.
Although he has lost one of his arms, he still retains the warmth of a human being, not a soldier, and is considerate of his subordinates. However, he is extremely indifferent to his enemies. As an intelligence officer, he does not let his emotions get in the way of his judgment, and will not hesitate to attack obstacles if necessary to accomplish his mission.
The additional freight cars on the Magic Arrow are commanded by the Imperial Central Command, but the third-class hard seats are towed at the sole discretion of Luukkanen in the field.
This time, Luukkanen's mission is to guard the wagons to a certain point along the route and ensure the safety of the cargo without being noticed by the public. Luukkanen is not too keen on the details of this mission, as he respects the basic premise that transcends friend and foe: "Never get civilians involved".
He carries a Webley-Fosbury automatic revolver, which has been adopted as the standard armament of the Imperial Intelligence Service. The pistol was originally developed to be used with one hand, and Luukkanen has overcome the disadvantage of having only one arm. He is a good slip shooter and can fire accurately and quickly. He is also skilled in handling explosives in general.
