The owner of the flower shop named "Annie" in the mall. He comes across as flamboyant and effeminate, which stands in contrast to his tough appearance. He is counted as one of the "Four Heavenly Kings", a unique group of regulars at the restaurant "Leviathan". His real name is Takeo Saitou but he does like being referred to as such due it sounding "too cool."
