A commander of the Inner Shield. Theodore prides himself on having achieved his prestigious rank at such a young age through hard work--and while his skill at artisanry deserves some credit, he would likely be stationed at Tarn as an Outer Shield patrolman if not for his family's considerable wealth. He seems to know and despise Ysme personally.
