Rei is actually a hive-mind droid with multiple spare bodies. Her "Power of God" abilities allow her to hack other droids, and her "resurrections" are spare bodies activated upon her death. Five different spare bodies were activated at the same time to investigate each Minister, which Rei mistook as 5 different timelines (routes).
