The nephew of Kuki Yoshitaka.
While Yoshitaka was in the service of Nobunaga, the head of the Kuki clan was Sumitaka, with Yoshitaka serving as his advisor. Despite his position, Sumitaka was little more than a puppet lord and died young, reportedly due to illness, just two years after the Honno-ji Incident. However, some theories suggest that he was actually poisoned by Yoshitaka as part of a scheme to seize control of the family.

Sumitaka strongly opposed Yoshitaka's approach towards Taishima to capture the mermaids. It was in fact Sumitaka who had secretly been protecting the mermaids on Taishima. Believing the mermaids to be messengers of the gods and the island a sacred sanctuary, he had worked to keep them isolated from outside influence.
His adopted daughter, Princess Hatsune, was also living in hiding on Taishima at the time for other reasons, which further strengthened his opposition to Yoshitaka's plan. However, it was not long before Komatsu Sadamune learned of this. He reported to Yoshitaka that Sumitaka was not only planning to keep the mermaids for himself, but was also secretly moving to build an army of his own.
Yoshitaka gave the order for Sadamune to prepare a military invasion of Taishima. Caught off guard by the unexpected attack, Sumitaka scrambled to send out his own forces in an attempt to resist, but was unable to prevent the enemy from landing.
Following the sinking of Taishima, Sumitaka eventually made it to the seas near the island, but a fierce anger and resentment darkened the waters around it, and the curse born from these dark emotions —the Curse of the Raging Waves— had given rise to a storm that continued to rage even several days after the incident.
Sumitaka, looking for a solution, turned to Harukage Tsuchimikado, a renowned onmyoji and friend of Princess Hatsune. Harukage sealed the sacred land by offering Princess Hatsune as a sacrifice, thereby suppressing the curse's calamitous effects.
To protect the sacred land and the mermaids, Sumitaka ensured all records of Taishima were erased so no mention of the island or the disaster that had befallen it would make its way into historical accounts. He also concocted a tale in which Princess Hatsune had thrown herself down a well in defiance of a political marriage in order to conceal her sacrifice.
Afterwards, Kuki Yoshitaka, infuriated not only by his failure to obtain immortality but also by the loss of his primary military force, murdered Suimtaka —who opposed him to the very end— and seized control of the Kuki clan in both name and nature.
