Excelsius Winner was a successful former Chief Prosecutor who went on to head the Committee for Prosecutorial Excellence. He is also the father of the incompetent prosecutor Eustace Winner.

Excelsius abused his power to further various criminal activities and dispose of those who defied him. His actions had far-reaching consequences, especially for those affected by the IS-7, DL-6, and SS-5 Incidents.
