Ume-san is Takayuki's mentor; he's worked at the inn longer than Takayuki has been alive. For that reason, it's understandable that he acts as the boss even though Takayuki is technically the manager of the inn. Although it seems he's always concentrating on work, it's possible that the attractions of the job have distracted him a little.
