This is the official name of her mission. Its true objective is to inquire about the actions concerning the annexation of Edo.

When her ship was not far from Edo's coast, the sailors began to hear a song that was not of this world. At first, it was very faint, but as time went on, it became louder and louder. It was heard from inside the skulls of the crew members equally. The ship's course was then shifted to the chore. When it came to view, they began to leap from the ship, one by one, right into the sea. Ellie was no exception, but she was fortunate to be able to swim all the way to the chore, using all her strength. Nakanoin Reizen's warriors discovered her and took her into captivity.

Truth be told, this is all just her made-up story. In reality, she is a part of Tenma Sukuna and an Observer.
