Also a high-ranked member of the Golden Dragon Society, the clan that rules the Chinese mafia in the neighboring City 22 and a part of City 23. Called the Black Dragon, he represents the faction that supports Sun Tzulung, son of the late leader of the GDS, as the legitimate successor.
