Ouka attends magic school on a floating island. She is a black magician, and she is very powerful and scary. Ouka carries around a puppet which she converses with. It is unclear whether she manipulates the puppet, or the puppet has a life on its own. Ouka wants to use Kiryuu for her experiments.
Although her hobby is cursing people, she doesn't seem to be a bad person.
