Benson Cunningham

The Junker Chief. In his 20's, he was a soldier in the Special Forces and competed in the Olympics in Judo. Later, he was the main strategist for Operation: Fox Hound. Before becoming the Junker Chief, he was head of the Anti-Snatcher Task Force - a division of the Neo Kobe Police Department.
