The puppet mayor installed by the Conglomerate using his supposedly revived daughter as leverage is cold and emotionless to the suffering of the residents as he is well aware of the town's true nature and the Conglomerate supporting it. His office on the 57th floor of the Ziggurat gives him a good view of the town he administers as a figurehead.
It is a shock to him that Kamishiro Nao has forgotten what happened to his daughter. As he was away when the Disaster struck, he was unharmed, but it is implied he lost his wife over the decade before Nao and the survivors re-emerged. For obvious reasons, he is enraged at the sight of Koga Sachi and refuses to meet her after it emerges she is among the survivors.
He allows Nao to kill him when he "kills" Sachi with his firearm. He doesn't regret his actions as they will enable him to finally be reunited with his family.
