While Qu Wong branded as a religious extremist by the government, in reality he is a terrorist in name only, being a core player in the fight against the conspiracy to produce brainwashing chips. In the past, he worked with Tachibana, though the two became bitter enemies over ideological differences. He ran away with the neuro-chip test subjects and founded Level-7 as a refugee center.
