Rohan used to be the previous leader of the Kumakura gang. One year ago, he committed suicide by jumping from the roof of a building. He was known for his horrific torture technique of peeling his victim's skin from toe to thigh.

In truth, Rohan lives as a parasite within the body of Falco, renamed #89. He used to be half of the Cyclops Serial Killers, co-working with Saito Sejima, before he was arrested under the "Falco" persona for breaking-and-entering.

His "suicide" was in fact Shoko Nadami as a parasite within his body.
