The Chief of the Police. He's typically above the day-to-day activities of Shinjuku Station, but the lack of progress on the X-Day Incidents has him on the hot seat, and he's willing to do whatever it takes to make sure he doesn't stay on it.

He cares about his position first and foremost, the image of the police force second, and everything else is various shades of immaterial for him.
