Touyama Teruo

Hana's father. He founded Heaven Publishing 5 years prior to the events of 428: Shibuya Scramble, with its flagship product being the magazine Four-Star General Gossip. He has taken out numerous debts with a Yakuza loan shark business to keep his business operating.

At the time of Chiharu Fuyursuki's death, Toyama was the copy editor for the local newspaper, the Centra Times. Known as "The Red Pen Gatekeeper," he would go around checking young reporters' copies like mad. Due to his vigorous efforts, a great many articles never made it to the page. Toyama and Minorikawa would often clash regarding the quality of the latter's writing.

His book The Invincible Journalist, published under Heaven Publishing, was a candidate for the Japan Nonfiction Prize.
