Yabuta Kiyohiko

Like Miyaji, he is one of the chiefs who supervise the Kiko in the back side of Oniwaban. Acting as the mediator between Kinji and Outarou, who have jurisdiction over Goraku, he is hostile to Kyoushirou, who is Yoshimune’s favorite. While he always talks without considering the other person’s feelings, he doesn’t mean any harm.
