Cato

Previously the chief advisor of Amicus, Cassius, and Virginia's father; now the interim emperor of Adastra following his death. Though Amicus, the late emperor's eldest son, would normally ascend to the throne by default, Cato proposes a competition between the two brothers instead, due to Cassius's higher popularity.

A veteran of the wolves' most recent war with the Khemians, he harbors an intense hatred of the jackals. Privately supports Cassius's claim to the throne, both because he can easily control Cassius and because of their shared isolationist foreign policy views, especially with regard to Adastran-Khemian relations.
