The protagonist of this story is the manager of a convenience store. Lately he is vexed by the rapid increase in shoplifting incidents. At this point, an area manager is dispatched and proclaims, "HQ Sales is considering a review of your Franchising Contract."
Why is the store management at fault rather than the offenders?
