A notorious serial killer in the Prison, always leaves behind a scene of gruesome bodies after kill. The victims' bodies were so torn up that some doubt whether or not it was even done by a human being.

He is actually the older brother of Fione, Kugel. He became Black Feather due to being captured and experimented upon after attempting to find the truth behind the Asylum.
